| 摘 要： | 针对世界各国对恐怖犯罪的刑事对策体现出的重刑主义倾向,从刑法目的及刑事犯罪心理着手对之评析,分析结果表明,对恐怖主义犯罪的预防和控制是第一位的,法律制裁是第二位的,轻刑化是历史发展的进步表现和必然结果。

| Abstract: | In the aspect of punishment of international terrorism crime there are international society's emergency measures in the suspension about the aggravation of penalty against terrorist crimes.Through the analysis of the goal of the criminal law and psychology,the analysis results show the prevention and the control of the terrorism crime is first,the legal sanction is second,and the light punishment is the historical development and the inevitable result. |
