完善我国新型农村公共服务体系发展的路径分析

在分析农村公共服务体系内涵的基础上,指出了完善农村公共服务体系是新农村建设的必然选择。鉴于当前我国农村公共服务体系还存在着供给主体单一,责任不清,决策体制不合理,供需脱节,财政投入不足以及最基本的农村公共服务严重不足等诸多问题,指出必须在坚持新公共服务理念下,通过建立以政府为主体的多渠道、多形式、多层次的多元供给体制,以公共服务需求为导向的决策机制,科学有效的公共财政投入体制,以及完善的监督机制等途径,构建与完善我国新型农村公共服务体系。
