| 摘 要： | 地方财政资金配置绩效已经成为人们关注的焦点。如果资金配置长期绩效低下,不但会造成资源浪费和资源错误配置,而且更为重要的是还会削弱地方政府的权威并引发财政危机,影响到国家的经济增长和社会的可持续发展。提高地方财政资金配置绩效的当务之急是规范政府职能、加强法制监督、提高资金使用效率。文中从我国地方财政资金配置不佳的现状出发,分析造成绩效低下的原因,并提出相应的政策建议。

| Abstract: | The poor performance of the capital allocated by the local finance has been a focus of public concern.If the situation remained unchanged for a long time,it will lead to the waste of resources and their inappropriate allocation,weaken the authority of the local governments and may even evoke fiscal crises.As a result,economic growth and the sustainable development of the society will suffer.To improve the performance of the capital allocated by local finance,it is urgent to standardized the functions of the government,strengthen legal supervision and enhance the efficiency in fund use.This paper analyzes the causes for the poor performance of capital allocation in China and offers some policy options to improve its performance. |
