财政分权、地方政府竞争与区域基本公共服务差距

在高度集中的计划经济向分散的市场经济转轨的过程中,导致区域之间基本公共服务差距的因素很多,但财政能力差异和政府偏好差异可能是最为直接的因素,并且这些因素都可以放置于财政分权的框架下加以动态和系统阐释.为此,本文运用新政治经济学的理论范式,以地方政府财政竞争行为为逻辑载体,解释转型中的财政分权对区域公共服务供给差距的作用机制.

Fiscal Decentralization,Local Government Competition,and Regional Gaps in Basic Public Service

In the transition process from centralized planned economy to decentralized market economy, there are many factors leading to basic public services gap between regions. But the differences of financial capacity and government＇ s preference may be the most direct factors, which can be placed in the context of fiscal decentralization system. With a paradigm of new political economy, this article explains active mechanism of fiscal decentralization to the regional public service gap.
