中日韩三国开展东北亚海洋污染合作研究

中日韩三国在会议声明中表示加强东北亚海洋污染合作，并在西北太平洋行动计划和中日韩三国环境部长会议框架下开展海洋污染合作。然而，中日韩三国政府对东北亚海洋污染合作重视程度不够，合作框架单一。没有建立有约束力的机制。中日韩三国相互分工协调，责任共担，将东北亚海洋污染量控制在“临界值”之内，是未来中日韩三国开展东北亚海洋污染合作的有效方式。

A Study of the Cooperation of China,Japan and South Korea on Marine Pollution in Northeast Asia

China, Japan and South Korea announce that they will enhance the cooperation of marine pollution in Northeast Asia, and strengthen cooperation under the framework of Northwest Pacific action plan and the tripartite environment ministers meeting among China, Japan and Korea. However, China, Japan and South Korea have not attached great importance of the cooperation on marine pollution in Northeast Asia, and the cooperation framework is not diversified enough without legal sanction. It is an ef- fective way for China, Japan and South Korea to share the responsibility for the marine pollution to control the amount of marine pollution within the critical value.
