检察机关案件管理机制改革刍议

检察机关设立案件质量管理中心是构建检察机关科学管理机制的必然要求。案件管理的本身是基层检察机关内部监督权力行使的体现，作为被赋予国家法律监督权的检察机关实现案件质量管理模式，一定意义上是“权力制约权力”的表现。运用好检察机关案件质量管理这个“窗口”，可以实现检察资源的合理配置，只有从管理上深化案件质量才能把握好检察机关案件质量管理的实质。

Idea and Approach： the Initial Study on Reform of Case Management in Procuratorial Organs

It is very essential for procuratorial organs to set up a case quality management center in terms of building scientific management system in the organs. Case management itself actually realizes their internal right of supervision. As for these procuratorial organs that are granted the right of supervising law, the mode of case quality management embodies, to some extent, that fact that power restricts power. Well-application of the window （ case quality management center） can rationalize the distribution of procuratorial resources. The core of case quality management is laid upon the efforts of strengthening case quality.
