| 摘 要： | 刑罚变更执行监督，有“事后监督”和“同步监督”两种不同的观点。从理论依据和实践基础两方面来论证刑罚变更执行同步监督的合理性，借鉴各地检察机关对刑罚变更执行同步监督制度的实践探索，从刑罚变更执行同步监督的范围、原则、具体措施以及立法层面，对刑罚变更执行同步监督进行深入探讨。

| Abstract: | There are two completely different views about synchronous supervision of the change of penalty execution. One is ＂after-supervision＂, and the other is ＂synchronous monitoring＂. The rationality of synchronous supervision of the change of penalty execution was demonstrated from theoretical Basis and practical foundation. The scope, principles, specific measures and legislation of synchronous supervision of the change of penalty execution were discussed, referring to practice exploration of people＇s procuratorate throughout the country of synchronous supervision of the change of penalty execution. |
