破解“三农问题”的思路与对策

"三农问题"的破解直接关系到国民经济的发展,也关系到和谐社会的构建。中国由于长期的城乡二元结构和一些政策的城市偏向,农民的许多平等发展机会得不到真正保障,造成城乡差距拉大。发展农村,迅速改变中国农村和农业的落后面貌,已经不仅是经济发展的当务之急,而是摆在各级党委、政府面前的一个必须尽快迅速解决的重大社会问题。从实现劳动力转移、加大政府支持力度、培养农业专业人才和完善政策等几个方面进行了初步的探讨,为破解"三农"难题提出了新的思路和对策。

Mentality and Measares for Solution to the ACF Problem

Finding a solution to the problem of agriculture,countryside and farmers(called ACF for short in the following)can produce direct effects on not only development of the national economy but the harmonious society building.Due to the long-term dual structure between urban and rural areas and the policy bias for urban areas farmers;chances of equal development have yet to be really made sure,which has resulted in a wider gap between urban and rural areas.Developing rural areas and quickly changing the backward face of the Chinese raual areas and agriculture is not merely an urgent task for economic development but a significant social problem that faces the Party committees and governments at all levels and must be solved as soon as possible.The ACF Problem is approached form the aspects of realizing the transfer of rural labour forces,inereasing govermmental support,training men for agricultural profession and perfecting policies.And new mentality and measures are put forward in order to solve the ACF problem.
