| 摘 要： | 服务型政府是我国行政体制改革的目标.公务员的素质建设对构建服务型政府至关重要.服务型政府不仅要求公务员具有服务意识,而且要求具有服务能力.因此,我们应从进口、管理和监督三个环节加强公务员制度建设,为创建服务型政府提供必要的条件和保障.
