美国的农产品出口支持政策及其启示

美国有一系列农产品出口支持政策计划。在制定和执行农产品出口支持政策过程中 ,政府行为与市场有机结合 ,农业行业协会等利益集团发挥了重要作用。美国农业生产和内外贸的管理由同一个行政职能部门负责 ,并且农业外贸管理部门在职能、权力和责任方面三位一体。对于我国如何借鉴美国做法和经验 ,作者建议 :第一 ,积极应对技术贸易壁垒 ;第二 ,加大政府对农产品境外市场开发的支持力度 ;第三 ,大力发展农业行业协会 ;第四 ,赋予农业部门对外贸的管理职能。

The United States agricultural export assistance programs:discussions and inspirations

The United States has authorized a variety of agricultural export assistance programs. In the making, revising and implementing of these programs, the government acts and markets are integrated and agricultural associations and other stakeholders play an important role. The managements of agri production, domestic trade and foreign trade are conducted by a single government agency the U.S. Department of Agriculture with the trinity of function, power and responsibility on the part of agricultural foreign trade management agencies. With U. S. practice and experience used for our reference, it is suggested that China pay attention to dealing with the technical barrier to trade, and the foreign market development, encourage the development of agricultural associations, and authorize agricultural administrative sectors to perform the function of foreign trade.
