构建社会和谐的利益调整机制

构建社会主义和谐社会的关键是建立和完善行之有效的利益调整机制。随着改革的不断深入和市场机制作用的强化，建立在利益基础上的社会分层和社会矛盾日益复杂。这些矛盾中，最为重要的是利益矛盾。解决这些矛盾在于建立健全利益诉求的表达机制、公正的利益协调和平衡机制、强有力的利益实现保障机制、公平正义的司法救济机制。构建这些利益机制并使之切实发挥作用，政府的责任首当其冲，社会成员的积极参与是根本保证。

The Interest Regulative Mechanism for the Building of Social Harmony

The key to the building of a harmonious socialist society lies in establishing and improving an effective regulative mechanism of interest. With the deepening of reform and the strengthening of the functions of market mechanism, the interest-based social classification and social contradictions are becoming more and more complicated, and the interestrelated contradictions are the most noticeable ones. The solutions to these contradictions consist in establishing and improving the mechanism for the expression of interest claims, a just mechanism for the coordination and balance of fair interests, a powerful mechanism for the realization and guarantee of interests, and a fair and just mechanism for the judicial relief. With regard to the establishment of all these interest-related mechanism and effective application of them in reality,the government is the first one to assume the responsibility, and the active participation of social members functions as a fundamental guarantee.
