| 摘 要： | 我国高校扩招于1999年提出。通过1999到2005年从高校扩招政策的提出、制定、执行等情况进行客观分析、评价,从而提出高等教育发展的规模、速度,都必须贯彻科学发展观,才能与经济、社会发展相适应。

| Abstract: | This case study of education policies focuses on the analysis and evaluation of the proposal,planning and implementation of the enlarged enrolment policy for Chinese Universities from 1999 to 2005,and concludes that the scale and speed of developing higher education in China must correspond to the social and economic development of China under the guidance of the concept of scientific development. |
