新加坡国有企业改革启示

新加坡是世界上国有企业效益最好的国家,在国有企业改革和发展方面作出了有益的尝试和探索。基于对新加坡国有企业的实地考察,得出几点启示:国有企业并非天然低效率的制度安排,在体制和机制完善的前提下,也能获得经营成功;国有控股股份制应当是中国特色社会主义公有制的一种主要形式,而且能够成为社会主义市场经济条件下一种有效的公有制实现形式;降低国有资本股权比例、实现国有企业股权多元化是国有企业发展的一般趋势;我国国有企业与新加坡国有企业有不同的初始状态和约束条件,我国国有企业改革面临着更为复杂的一系列本土化的问题,改革任务极为艰巨。
