| 摘 要： | 西方传统的民主理论把民主定义为大多数人或全体人民的统治。波普尔对此进行了否定,他强调民主是一种被统治者能够有效地控制统治者,从而防止滥用权力,以实现权力制衡的制度或程序。民主制度的真正重要可取之处不在于其政策比专制政体下的政策更完美无缺,而在于民主的方法,主要体现为能有效地牵制权力的制度、程序和技术。

| Abstract: | The western traditional democracy theory defines democracy as the governance of the majority or of all the people.Popper opposes it and emphasizes that democracy is such a kind of system or procedure that the ruled could control rulers effectively.Thus it could prevent the abuse of power and realize the check and balance of it.It is precisely the democratic approach that generates democratic institution,not its flawless policies. |
