试析北极理事会的功能转型与中国的应对策略

由于全球气候变化日益加剧,北极正成为国际社会关注的焦点,而作为北极治理中最重要的区域性机制安排,北极理事会的形成、发展及演进必须予以密切跟踪研究。2009年以来,北极理事会的机制化、法律化不断加速,正逐渐从一个政策塑造型的政府间高级论坛日益转变为政治决策型的组织机构,其治理功能也不断从环境及发展领域向能源及航运等"软安全"领域"外溢"。作为北极域外国家,中国应在北极理事会处于"建章立制"阶段积极参与其中,尽早解决常任观察员资格问题。

On the Functional Transformation of the Arctic Council and China's Countermeasures

Due to the acceleration of global climate change,the Arctic has become one of the key focuses of the international community as a whole.Being the most important institutional arrangement in the regional governance,the establishment,development,and evolution of the Arctic Council need to be followed closely.Since 2009,the institutionalization and legalization of the Arctic Council has sped up;it has transformed from an inter-governmental forum of policy-shaping to a somewhat political organization of decision-making,of which the governance functions in environment and development areas spill incessantly over"soft security"issues,such as energy and shipping,etc.As a non-Arctic State,China shall participate positively in the institutional building of the Arctic Council,and obtain its permanent observer status as soon as possible.
