目前国有企业的委托代理最大问题既不是缺少激励、监督、约束代理人机制,也不是缺乏评价、制约代理人的充分信息和市场制度环境,而是整个代理体系中的各级委托人和代理人都存在动力不足的问题,因而通过一系列的制度安排来降低整个代理系的代理费用和提高其代理效率就成为国有企业改革的关键.

Reflections on the Entrusting Agency of State-owned Enterprises

Based on a comprehensive analysis of the situation of entrusting agency in state owned enterprises, this article points out that the biggest problem with the current entrusting agency in state-owned enterprises is neither the lack of a mechanism to encourage, supervise and restrain agents, nor the want of ample information or marketing environment to evaluate and confine agents, but the lack of driving force in consignors and agents of all ranks within the whole entrusting system. To solve this, a series of systematic arrangements are called for, so to reduce the entrusting cost and raise the entrusting efficiency, which is the very core of the present state owned enterprise reform.
