郴州部分地区流动人口计划生育工作考察报告

经专题走访调研可见,郴州城区流入人口多数从事低端服务业,收入不高,以"熟人群落"聚居在城乡结合部或"城中村",难以融入当地社会。当地对流入人口的计生管理服务取得了一定成效,但困难和管理成本很大。农村流出人口数量众多,约占劳动力1/3,通常是素质相对较高的中青年人,多以家族、村落集团式流出。外出打工成为农民致富的主要途径。部分早期流出人口开始返乡创业,为新农村建设和小城镇发展带来契机。大量劳动力流出也引起诸如新农村建设人力资源不足、空巢家庭和空心村、留守儿童教育以及土地撂荒等问题。流出人口非法婚育现象较多,生育政策难以落实,这些问题需要高度关注并着力解决。

A Report on Family Planning Work of Floating Population in Some Districts of Chenzhou

An interview investigation shows that the inflowing people in Chenzhou City are mainly engaging in low-end service industries, with humble income, and living, separately from the local society, in suburb or in an "urban village" based on "acquaintance community" . Though the local family planning work has reached some effect on the management of and services for the population, the difficulty and the cost are remarkably great. The number of out-flowing rural population is quite large, accounting for about 1/3 of the labor, most of it being of relatively high quality, migrating away in a colony with family members or villagers. To work in cities has become a main way for the farmers to get rich. Some people went away in early time has begun to return home, which brings opportunities to the new countryside construction and the development of small cities and towns. Still, a lot of problems result from the out-flowing of the labour, namely, rural shortage of human resources, empty-nest families and empty villages, the left-behind children's education as well as the abandonment of land. Other issues, such as illegal marriage and child rearing, difficulty in carrying out family planning policies, require great concern and efforts to solve.
