| 摘 要： | 针对低碳生态城市建设问题，采用归纳分析的方法，以大庆市为例，分析了油气资源型城市面临的问题，提出推进非油产业发展、创建学习型城市、加强低碳经济制度建设、建立低碳经济开发区等建议。

| Abstract: | To solve low-carbon cities’ construction problems, an inductive analysis was made of main problems in oil-and-gas-based cities’ construction based on the situation of Daqing. Suggestions are put forward as follows： to promote the development of non-oil in-dustry, to construct learning city, to strengthen the low-carbon economy’s system construc-tion and to establish the low-carbon economy development zones. |
