我国目前的节能形势非常严峻，为此必须大力加强政府节能政策能力建设。政府节能政策能力是指政府科学制定节能政策和执行节能政策，有效实现节能降耗，推动经济社会可持续发展的能力。为了切实提高政府节能政策能力，我们必须完善政府的节能政策问题发现机制、节能政策民主参与机制、节能政策执行机制、节能政策评估机制、节能政策决策者责任追究机制和节能政策调整机制等。只有如此，我们才能最终实现节约发展、清洁发展、安全发展、可持续发展、和谐发展的目标。
