| 摘 要： | 2004年国务院正式颁布的《全面推进依法行政实施纲要》提出,经过10年左右坚持不懈的努力,把我国政府基本建设成为法治的政府,这是我国行政法制建设的一个新的里程碑。依法行政是现代法治社会对政府行政管理工作的基本要求,提高政府法治能力建设,主要应从加强政府的立法、执法和守法能力建设三个方面着手。

| Abstract: | It states in the Program of Full-scale Pushing Administrating Legally by the State Council in 2004 that in about 10 years the government will be built into a nomocratic government.This is a new milestone in the construction of legal administration in our country.Legal administration is the basic requirement to the government to undertake their administrative work in a modern legal society.To promote the ability of the government of its legal administration,enhancing the government lawmaking,law executing and the space keeping are of great importance. |
