| 摘 要： | 农业是国民经济的基础，但农业是弱质产业，面临双重风险，尤其是自然风险，农业保险作为符合WTO《农业协议》的“绿箱政策”，是重要的支持农业的工具。从宏观角度分析辽宁发展农业保险的必要性，针对辽宁农业保险的具体现状，分别从政府、保险公司和农民这三个角度分析制约辽宁农业保险可持续发展的因素，其对策应是加快农业保险立法进程；加大政府扶持力度；转变经营观念，拓宽农业保险范围等。 |

| Abstract: | Agriculture is faced with double risks, especially that of nature, and agricultural insurance has become important to support it. By analyzing the necessity to develop agricultural insurance from a microscopically perspective, the countermeasures are concluded to enhance the legislation process, intensify government support, transform management concept and widen the range for agricultural insurance. |
