| 摘 要： | 自西汉时期开始,中央王朝在新疆组织的屯垦延续了两千多年,通过屯垦活动,有效地维护了祖国的统一。民国时期,出于国防安全以及经济开发的需要,一些学者提出了在新疆开展屯垦的建议,也有一些人从气候环境、民族关系等角度提出了新疆屯垦所面临的一些困难,更有学者规划了在新疆开展屯垦的具体步骤。不少认识较为深刻,对于今天不无借鉴。
