产业集群中的地方技术组织行为研究

地方技术组织是地方政府为扶持本地产业集群创新能力而设立的组织。受到职能、资源与机制的影响，该文提出了作为一种激励性合约安排的地方技术组织是准公共性组织的行为假设，通过对地方技术组织与企业创新活动的交易互动中显现出来的扶持性、通用性、整合性与适应性等行为特征以及适应集群企业创新能力在不同阶段的需求而进行动态调整过程的逻辑分析与经验考察，得出了地方技术组织作为准公共性组织的绩效优于单纯的商业组织与纯粹的公共性组织的结论。

A Research on Organizational Behavior of Regional Technological Organization in Industrial Clusters

Regional technological organization is set up by local government in order to upgrade the innovation ability of local industrial clusters. Based on the influence of function, resource and mechanism, this paper puts forward a hypothesis that as a sort of incentive contract arrangement, regional technological organization is a quasi-public organization. By the logical analysis and experiential investigation on the supportive, general, integrated and adaptable behavioral characteristics which exhibit in the interplay of the regional technological organization and the enterprises' innovation action, and on the dynamic regulation of its function to adapt the need of cluster enterprises' innovation ability in different development phases, this article draws the conclusion that the performance of regional technological organization as a quasi-public organization is better than that of the commercial and public organization.
