| 摘 要： | 高校合并办学为实现高教资源优化配置提供了可能,教育资源配置的优劣,直接关系到办学效益和质量.由于合并后教育资源重组和配置的复杂性,不可避免地存在着诸多制约因素,要解决好这些制约因素,实现高教资源的优化配置,在教育资源重组和配置过程中必须坚持动力性原则、增效性原则和可持续发展原则.

| Abstract: | The amalgamation of tertiary institutions provides an opportunity for the rational allocation of resources, the success or failure of which determines to a large extent the quality of tertiary education. Given the complexity of the reorganization and allocation of resources, the following principles have to be observed: dynamic principle, the principle of increment, and the principle of sustainable development. |
