| 摘 要： | 现代服务型政府的核心工作是作出制度安排，进行良好的、科学的制度供给。辽宁省在构建服务型政府的制度体系建设方面成效显著，主要建立和施行了以法治政机制、政务公开机制、绩效评估机制和社会救助机制。为保证服务型政府建设的有序推进，除继续完善已有各项机制外，还需推进公共产品供给机制、财政保障机制和行政问责机制等制度体系建设。
