WTO规则与中国金融体制改革

WTO关于银行服务贸易的主要规则,是在《服务贸易总协定》的基础上对金融服务贸易规则的深化。加入WTO组织对中国金融体制改革带来重大影响,中国政府在加入议定书中就银行服务业对外开放作出承诺。金融服务业对外开放将进一步增强,货币自由兑换与利率放开要逐步推进,国有商业银行必须建立现代企业制度。中国商业银行必须积极拓展中间业务,要依法吸引和管制国外短期资本,用国际惯例规范银行卡的发放,依法保障国家金融市场的安全。

The WTO Regulations and the Reform of Financial System in China

The main rules about the banking trade in services of WTO has deepened the rules of the financial trade in services based on General Agreement on Trade in Services. Entering WTO of China has greatly affected the reform of financial system and Chinese government has promised the opening to the outside world of banking which will be further strengthened in the process while entering WTO. The free exchange of money and opening of interest rate should be gradually carried forward and the state-owned commercial banks must establish the modern corporate system.The Commercial Banks of China must positively expand the intermediate businesses, absorb and control the foreign short-term capital in accordance with law, regulate the dispensing of banking cards by the international usages, and guarrantee the safety of the financial market.
