| 摘 要： | 通过对比分析,揭示了"九五"时期我国高等教育的快速发展与国家财政投入和教育经费增长速度不相 匹配的现状,同时提出在今后若干时期内,不应主要依靠增加教职员工的工作量来发展高等教育,高等教育办学 经费的主要承担者应是国家,与此同时应完善多渠道筹措高等教育经费的机制。

| Abstract: | This article by comparison points out that the rapid growth of the higher education of 9th Five-year Plan doesn' t match the growth of the effort of national fiscal devotion and the college and university tuti on fees. Meanwhile it propose that from now on the development of higher educati on should not depend on the increasing of the rate of college and university fees and the amount of the work of the faculty. The government has responsibility to increase the higher education input, and the mechanism for raising money in different ways should be fulfilled. |
