抗战时期陕甘宁边区的禁毒斗争及其历史启示

抗战时期,为了肃清根据地内的毒品犯罪,粉碎日军的毒化阴谋,保卫边区人民的身心健康,维护边区政府的声誉,争取抗战的胜利,陕甘宁边区政府在中国共产党的领导下成立专门的禁毒机构,制定和颁布一系列查禁烟毒的法规法令,发动和依靠广大人民群众,在边区境内开展声势浩大的禁毒运动,基本遏制了毒品在边区境内的蔓延。抗战时期陕甘宁边区卓有成效的禁毒斗争留下了可供后人借鉴的宝贵经验政治廉洁、组织高效,是有效开展禁毒斗争的政治基础和组织保证;禁毒必须有法可依,要加强禁毒立法,完善禁毒法制,是有效开展禁毒斗争的法律保证;禁毒要走群众路线,广泛教育、发动、依靠人民群众参加,开展禁毒的人民战争,是有效开展禁毒斗争的重要前提和群众基础;实行全面禁毒,重点打击制毒、贩毒,是有效开展禁毒斗争的重要方针;禁毒要与清除其他社会病害配合进行,是有效开展禁毒斗争的综合措施。

Anti-drug struggle during the War of Resistance against Japan in the Shaanxi-Gansu-Ningxia Border Region and its historical enlightenment

During the War of Resistance against Japan, in order to eliminate the drug crime in the base area, crush the conspiracy of poisonning of the Japanese aggressors, safeguard the physical and mental health of the people in border area, strive for the victory of the War of Resistance against Japan, the government in the Shaanxi-Gansu-Ningxia Border Region established the special drug-control organ under the leadership of the Communist Party of China, made and issued a series of bans of drugs, depending on masses of people launched a gigantic and vigorous campaign of ban drugs in the border area.
