论全面建设小康社会进程中的民族发展权问题

本文从理论、规范和实证三个层面论证了民族发展权的含义、我国现阶段民族发展权利的基本内容及其表现,并为保障现阶段的民族发展权利提出了对策。作者认为,在全面建设小康社会,建设和谐社会的进程中,要特别重视民族发展权的问题,要认真贯彻落实宪法和民族区域自治法关于民族发展权的规定,就要以法律化措施保障民族发展权,加强有关保障民族发展权的立法建设,加强保障民族发展权利的执法和司法。
