"清官"考辨

本文考证了从循吏、清吏到清官的名词演变,指出古代清官中大多数不仅生活清苦,而且在官场中也大都是蹭蹬不得志,在古代人治和等级授职制下,十官九贪,指望依靠一个或少量清官反贪,不过是痴心妄想。本文着重说明了清官与公仆的区别,强调了贯彻马克思主义巴黎公社原则,对于惩治贪腐的重要性和必要性。

Studies on "Honest and Upright officers"

This paper gives a textual research of the evolution from conventional officials and honest officials to the honest and upright officers and points out that the honest and upright officers in ancient China lived a poor life,and what's more,they couldn't realize their ambitions.In the ancient society,nine out of ten are corruptive officers,and it's a pure mirage for a few honest and upright officers to be against corruption.In addition,this paper lays emphasis on the difference between honest and upright officers and civil servants and the principles of Paris Commune from Marxism.
