基于政务网络平台的公众线上公共服务需求动态测度

面对“互联网+政务服务”供需失配、公众响应度低等客观存在的现实问题,如何实现公众线上公共服务需求行为的即时有效测度、掌握公众需求行为变化规律是当前政府大数据治理背景下亟需研究的内容。在分析、识别公众线上公共服务需求行为层次的基础上,综合运用政府数据开放平台的实测数据与AnyLogic系统建模技术,构建VDGS公众线上需求行为动态测度模型,有效验证公众线上公共服务需求行为的层次性及模型工具的合理性,推动公共服务从政府供给导向向群众需求导向转变,优化公众线上体验,推进网络数据开放共享、可视化与平民化,以满足人民日益增长的美好生活需要。

Dynamic measurement of online public service demand based on government network platform

Faced with the real problems existed objectively of the mismatch of supply and demand in “Internet+government service” and the low public response, it is currently an urgent task for the government to study under the big data governance background as how to realize the instant and effective measurement of the demand behavior of the online service for the public and grasp the change law of the demand behavior of the public. On the basis of analyzing and identifying the demand behavior level of the online public service, the actual measurement data of the open platform of the governmental data and AnyLogic system modeling technology are used in constructing the VDGS dynamic measurement model of the public online demand behavior. The hierarchy of the demand behavior of the online public service and the rationality of model tools are verified effectively. The transformation of public services should be promoted from government supply-oriented to mass demand-oriented; the public online experience is to be optimized; the open and share, visualization and popularization of network data should be promoted so as to meet the growing needs of the people for a better life.
