| 摘 要： | 随着1990年代日本环境法理念真正从"产业优先"向"可持续发展"的转变,日本已成功地从"公害列岛"跻身为"公害防治先进国"。我国应在借鉴日本环境法理念转变的成功经验的基础上,将可持续发展理念贯彻于我国第二代环境法的发展之中。

| Abstract: | With the real transformation of the environmental law ideology from "industry priority" to "sustainable development" in the 1990s,Japan has successfully changed to the "advanced country in prevention and cure of pollution" from "islands of pollution".This paper tries to seek the new inspiration for properly handling the relationship between economic development and environmental protection in China,properly establishing China's ideology of environmental law and promoting the development of "second generation" of environmental law in China by exploring the successful experience of the transformation of the environmental law ideology in Japan. |
