| 摘 要： | 制定和完善村民自治章程是建设社会主义政治文明、加强村民自治的必然要求,它为改善农村干群关系和促进农村的稳定起着重要作用,但当前村民自治章程的制定和实施中还存在着一些问题,这些问题必须引起重视并加以解决。

| Abstract: | It is necessary to set up and perfect village people's autonomous constitutions,which is helpful to build the socialist political civilization and enhance the village people's autonomy.It plays an important role in improving the relations between leaders and crowds,promoting the stability of villages.However,there are some problems in the establishment and implementing of village people's autonomous constitutions,which must be paid more attention to and soresolved. |
