外籍居民入选居委会的选举逻辑与社区政治空间转换

在高度国际化社区,社区自治与治理困境背后的重要问题是自治主体的确认与社区力量的整合,这就涉及社区中的重要力量——外国籍人。而是否应该把选举权与被选举权赋予外籍居民存在强烈争议。本文在对上海市H社区2006年居委会换届选举一个多月蹲点观察基础上,分析外国籍人入选居委会的现实需求、法律制度困境、选举成功逻辑以及社区政治空间转换等,并提出国际化社区民主选举与社区自治、治理、社区培育相结合的新发展路径。

The Election Logic and Community Political Space Transformation of Foreign Residents Being Selected into the Committee of Neighbourhood Residents

The important issue behind the community`s self-government and its straits is the confirmation of self- government subject and conformity of the community strength in high internationalizational communities.It involves in some foreigners-they are very important in the communities.There is a strong dispute between having the right to vote and standing for the election to foreigners.This paper analyzes the actual needs,legal system predicament,the election success logic and community`s political space transformation of foreigners being selected into the committee of neighbourhood residents ,it puts forward a new development way of integration of democratic election in internalizational community and community self-government,harness and community cultivation.
