| 摘 要： | 主要阐述素质教育及其重点，同时提出了文化素质教育与通识教育、中学素质教育与高考制度改革等问题。对素质教育的“素质”不能作狭义理解，素质教育的重点在于培养学生能力特别是实践能力。它是党中央为适应当前科技发展形势、提高民族在世界上的竞争力提出的培养能力创造型人才的战略决策。
