| Abstract: | After the Revolution of 1911, Yang Zengxin seized power in Xinjiang. He governed Xinjiang in the light of their own talent standard to discover able people and put them at suitable posts. Various means are used to rule over the subordinates and employment of talents is to be adapted situation variation so that he might govern Xinjiang for 17 years. |
