晚清海关缉私体制述论

走私是一种国际经济违法犯罪活动,是逃避海关监管的非法、变态贸易行为。海关依照国家有关政策、法令执行缉私职责,代表国家行使主权。缉私是国家赋予海关的一项重要权能,国家主权是海关缉私的根本政治保障。近代中国的社会性质以及国内外政治经济形势的变化,直接和间接地影响并决定了晚清海关缉私体制的建构以及缉私工作的成效。

On Anti-smuggling System of the Chinese Customs During the Late Qing Dynasty

Smuggling is an international economic crime, and an abnormal and illegal trade of escaping customs inspection. Customs performs its anti-smuggling duty and exercises the state sovereignty by applying the relevant tradw policy and decrees. To suppress smuggling is an important power that the country vests in the customs; the country sovereignty is an ultimate political guarantee of the suppressing smuggling. The social character of modern China and the changing political and situation at home and abroad, directly and indirectly affected and decided the building-up of anti-smuggling system and the anti-smuggling efficiency during the late Qing dynasty.
