| 摘 要： | 责任政府已经成为我国行政体制改革的当然取向.构建责任政府需要新型责任行政文化这样的"软环境"的创造.但是,受传统行政文化的影响,责任政府的建设活动依然受到诸多制约.因此,要实现责任政府的建设目标,就必须引导、塑造、培养新型责任行政文化.
