高新区自主创新战略实施与绩效考评初探

高新区是我国实施自主创新战略的一支重要力量,然而具体实践中如何取得突破,收到实效,如何做到“科学有为”又不“缺位”、“错位”?这就需要由管委会协调激励自主创新各职能部门的工作,评估组织、部门和员工自主创新的工作绩效。文章围绕高新区组织管理创新,建立科学规范的绩效考核评价体系,实现以结果为导向的追踪机制等问题进行了初步探讨。

Exploration on Implementation and Evaluation of Initiative Innovation Strategy in High-tech District

The high-tech district places an important role in carrying out the initiative innovation strategy.However,it really remains a problem on how to break through and attain the effects in practice.Certainly,it is necessary for the administrative committee to coordinate and stimulate the work of every functional department,and to evaluate the work achievements and effects of various organizations,departments and working staff.The article mainly focuses on the following questions:the innovation in management organization,establishing scientific and standard evaluating system and bringing about the result-oriented tracing system.
