Abstract

The OMB is making policy decisions regarding information that have far-reaching implications. Its directives instruct agencies to confine their dissemination activities to that information necessary for the transaction of the public business as stipulated in existing statutory law. These directives support a shift in the agencies' emphasis from publishing printed materials to making information available in electronic format. They also give the OMB license to proceed as it so desires.
