| Abstract: | In the 21th century, it is historical mission of colleges and universities to develop a great many high quality creative persons of ability. Due to the colleges and universites' education project that consists of ten qualities,the author gives out a total design on developing a new quality education facing the 21th century, and trys to establish a new system of university quality education with Chinese features. |
