| 摘 要： | 一、问题的提出与许多社会经济现象一样 ,城镇人口和乡村人口的差别虽然在定性上比较容易理解 ,也易于取得共识 ,但却难以在两大范畴之间定量地划出一条清晰的界线。原因就在于它们彼此之间始终存在着大量的渗透、过渡和转移 ,而且它们又都属于历史范畴 ,处在经常的发展、运动之中 ,还受到自然和人文环境的多种影响。联合国人口专家曾指出 :“各国‘城镇’所在地的定义各不相同 ,在同一个国家里 ,也因时代不同而有差别。此外 ,在某些国家 ,还有两个或更多的定义同时存在。城市化既是数量上的 ,也是质量上的一种进程 ,因而随着时间的推移 ,就…
