论农村养老中的政府责任及其落实

在当前农村社会,传统的养老支持明显弱化,政府的福利支持比较匮乏,这就使得目前农村养老面临一系列危机。危机的化解不仅需要发挥传统养老的支持作用,更要发挥政府在农村老人社会福利供给中的职能作用。在调查研究的基础上,提出了以政府为主导的农村老人社会福利发展规划:进一步完善新农合、新农保和五保供养制度,将老人补助项目与家庭发展政策相结合,将家庭养老、社区养老与机构养老相结合,通过发展农村经济探索土地养老的可行性,整合政府福利支持与非制度化养老资源,以满足农村老人多样化的养老需求。

Practical Evaluation of Social Welfare of Rural Elders and Responsibility of Government

In the rural community,due to the significant weakening of traditional informal welfare support for the elders,with limited resource input from government,the elders currently faces a series of crises.Defusing the crisis not only needs to play the traditional role of welfare support, but also needs the government to play a role of social welfare supporter in rural areas.Government responsibility corresponds to citizen welfare rights of the rural elders,and the function of government in welfare is the requirement of a service oriented government.Therefore, the government should increase the welfare input to support the rural elders by social welfare policies and integrate with non-institutionalized welfare resources as much as possible to meet the diverse needs of the rural elders.On the basis of investigation, this paper proposes a government led social welfare system in rural development plan for the elders,such as family development policy and social insurance combined with community services for the elders.
