政府主导和推进下农业转移人口市民化问题探究

随着我国农村大量剩余劳动力已持续不断地涌入城市，农业转移人口市民化面临着缺乏“顶层设计”， 法律制度不完善，农业转移人口就业体制不健全，城乡二元户籍制度导致城乡两种身份在利益上的严重不平等等问题。要解决这些问题，应从以下方面去考虑：加强政府职能转变，提供强有力的政策支持；加强法律制度建设，提供硬性的制度保障；政府应加大对市民化的经费投入，努力提高城镇综合承载能力；政府要加大宣传力度，积极营造平等和谐的社会氛围。

Urbanization of Agricultural Population Led and Driven by Government in China

Abundant workforce from Chinese rural areas has flown into cities for years. However, problems caused by urbanization of agricultural population appear that there has not been enough macro control made by Chinese government to protect rural population''s interests. There are still many problems should be paid attention to, such as incomplete legislation and social insurance. In order to solve these problems, some actions should be taken into account as follows: more supportive policies brought by the government; concrete construction in legislation; more governmental spending on process in urbanization of rural population; enhancement in urban capacity for rural populations; the government is also held responsibility for creating a social harmony to reduce confliction during urbanization of agricultural population.
