| 摘 要： | 形成于20世纪初的公共行政模式由于其内在缺陷,正被从三方面改进:公共产品的多元供给、公共价值的复兴重建及公共决策的公民参与。它们从总体上强化着公共事务的自主治理,并日益汇集为一种基本趋势:公共行政与自主治理的良性互动。
