人口和计划生育工作融入新一轮农村改革发展的思考

以党的十七届三中全会所作《中共中央关于推进农村改革发展若干重大问题的决定》为切入点，结合新一轮农村改革发展目标任务进行深入思考，指出：人口计生工作应顺应时代发展潮流，抢抓机遇，主动融入新一轮农村改革发展中去。为此建议：人口计生工作应通过“五个围绕”，将着力点分别放在利益导向、帮扶致富、生育文明建设、服务阵地建设、村级民主建设上，同时千方百计稳定低生育水平，加强与相关部门的联系协调，完善农村人口计生工作考核机制，加强农村人口计生干部队伍建设，从而将计生有效融入新一轮农村改革发展之中。
