| 摘 要： | 乡村治理的核心问题是公民权利的建构问题。不管是哪个层面的治理制度设计，最终的根据一定是落实到公民权利———政治权利、经济权利、社会权利等基本权利的制度保障上。从公民权利出发来阐释乡村治理，就是要指出乡村治理所面对的问题不仅仅是一个制度安排问题，更为本质的是公民权利的制度化保障问题。乡村治理不只是个秩序问题，更是一个公民权利的规范问题，只有从公民权利的制度化上来推进乡村治理建构，才能最终实现乡村治理的民主化与法治化。

| Abstract: | The central problem of rural governance is the building of citizen rights.Regardless of the levels of governance institution designing,the ultimate basis can＆#39;t be otherwise but institutionally protecting citizen rights,which include political right,economic right,and social right.Therefore, explaining rural governance based on citizen rights means to point out that the problem of rural governance is not only related to institution structure,but more essentially,related to citizen rights.In other words,rural governance is not about the order,but about citizen rights.The democratization and ruling of law of rural governance can only be realized by institutionalizing citizen rights. |
