农村权威:政治与行政关系视角的讨论——以X村为例

借助对陕西省汉中市一个乡村治理形态的个案研究,可以揭示政治与行政不分的农村权威的具体形态。农村权威在基层治理中既承担着自上而下的指令执行的行政性角色,又承担着自下而上的利益关联的政治性角色。一方面,农村权威是各种"项目制"指令的末端实施者;另一方面,在"项目"执行过程中,农村权威是集中体现了某种利益关联性,它是自上而下的压力和诱导与自下而上的要求和参与的交互作用的媒介和渠道。农村权威的行政性角色和政治性角色之间虽然存在相互联系和补充的一面,但随着社会的发展和变迁,两者之间的矛盾也逐渐突显。

Rural Authority:A Discussion about Politics and Administration-An Case Study of X

Undifferentiation between politics and administration is the fact of Chinese grass-root governance.This paper illuminates the detailed configuration of the undifferentiation through the case study in a Hanzhong village.This paper holds that rural authority not only takes the administrational role of executing order from top to bottom,but takes the political role of interests-connecting from bottom to top in the process of grass-root governance.On the one hand,rural authority is the final executor of so-called＂proj ect＂order;on the other hand,rural authority intensively embodies the interests-connecting of village.In other words,rural authority is not only the channel of pressures and stimulations from top to bottom,but the medium of the requests and participations from bottom to top.Although the political role and the administrational role of rural authority are complemented to each other,the contradictory character of these two roles of rural authority is increasingly obvious with the development and transformation of the society.
