上海区域在协调发展框架下的功能定位

和谐社会建设的基础,是经济协调发展;经济协调发展的关键,是资源要素的合理配置, 以及经济系统内各子系统之问的功能协调。上海区县功能定位问题的考虑,应该突破旧地区主义的思维约束,站在国家战略的高度,跳出上海布局上海,形成外向内联的总体格局。整体功能定位于:依托长三角,面向全世界,合力打造国际经济、金融、贸易、航运中心。中心城区的能级提升是核心,应该放在首位;浦东-南汇地区着力构筑应对经济全球化的前沿阵地,开拓发展,示范带动,全面体现“继续走在全国发展前列”的排头兵功能;郊区五县是产业拓展区,工业化与城镇化并重,西连长三角,南拓杭州湾; 崇明三岛是生态涵养区,提供战略后备空间,同时打通北上通道。整个格局是“东引西联,南拓北通,中心崛起,形成合力”。近期抓WTO后过渡期结束的机遇,加快引进服务业外资;中期关注“两岸三通”和人民币自由兑换,重点落实自由港政策;远期在世界第六大都市圈基础上有效建成真正意义的“一都市、四中心”。

Orientation of Shanghai Regions' Functions under the Background of Harmonious Development

To develop Shanghai, we should depend on the resources of Yangtze delta and make it to be an international economic, finance, trade and transportation center. The futnction upgrading of central area is the core part and should be put in the first place. Pudong-nanhui area is the forefront of economic development. Five suburb counties are the industry extended area. There should be both industrialization and urbanization. The three Congming islands are the ecological preservation area which provides the strategically supporting space. The whole structure is "connecting east and west, extending to the north and south, raising the central area and forming composition forces". The current plan is to speed up the introduct -ion of foreign capital in service industry. In the future we should implement the free port policy and construct the world's sixth urban circle of "one city, four centers".
