当前我国乡镇改革的重点、突破口及目标取向

乡镇政府在我国社会经济发展中发挥着重要作用。但是,在建设社会主义新农村和推进城镇化建设的背景下,传统乡镇基层政权组织呈现出诸多弊端。而这些弊端,不是简单地依靠过去那种精简、缩编等改革措施所能解决的,必须确立新的改革理念。本文认为,现今乡镇改革的重点应是建立以中心城镇———建制镇———集镇(乡政府所在地)———农村社区建设为一体的乡镇区划设置模式;改革的突破口应是适度合并乡镇区位设置;改革的目标取向应是转变乡镇财政供给体制,强化乡镇政府服务职能,建立服务型政府,促进本区域的经济发展,实现农村剩余劳动力的就近就地转移,促进城镇化建设。

The Importance, Breakthrough and Goal of Current Reformation in Town

The town government has played a vital importance in the political construction of our country and in the socialistic progress.However,under the background of building new socialistic village and promoting the township,the traditional political system has turned out many deficiencies which can't be solved simply by the reformation of condensing the organization.Thus,new theory of reformation should be set up.This paper supposes that the importance of town reformation should construct the mode of major town-round town-group town(where the government lies)-community,using proper amalgamation as the breakthrough to achieve the goal of changing the financial supply of town,strengthen the function of government in service,promote the economical development in this area,realize the transforming of surplus labor force and push forward the city construction.
